Engineering New Zealand does not ask whether your degree is recognised — it asks which Accord it maps to, and there is a fourth answer

A credential check returns Washington, Sydney, Dublin or 'no equivalence'. The Accord decides which Chartered class you can apply for, not whether you can join. Non-Accord graduates have a published route, and it is an assessment rather than a course.

Engineering New Zealand does not maintain a list of recognised overseas universities and it does not issue a verdict called “recognised”. It runs a credential check, and a credential check returns one of four statuses: Washington Accord or equivalent, Sydney Accord or equivalent, Dublin Accord or equivalent, or no equivalence.

That fourth outcome is stated on Engineering New Zealand’s own page, and its wording is precise:

“No equivalence — Not applicable. This means that we were unable to determine that your credentials are accredited or have an Accord equivalence.”

Note what it does not say. It does not say your degree is invalid, or that you cannot join Engineering New Zealand, or that you cannot work as an engineer in New Zealand. It says one specific thing about one specific comparison. Most of the confusion in this space comes from treating that sentence as a verdict on a career.

This page sets out what Engineering New Zealand publishes. It is not Engineering New Zealand, it does not assess credentials, and it does not predict what any assessment will find.

The Accord decides which door, not whether there is a door

Engineering New Zealand publishes the mapping in a table on its credential check page, and it is a mapping from Accord status to what you may apply for:

  • Washington Accord or equivalence → “Chartered Member & Chartered Professional Engineer registration”
  • Sydney Accord or equivalence → “Chartered Member (Engineering Technologist)”
  • Dublin Accord or equivalence → “Chartered Member (Engineering Technician)”

The Get Chartered page pairs each of those with the New Zealand degree it corresponds to: Washington Accord with a four-year BE, Sydney with a three-year BEngTech, Dublin with a two-year NZDE. A fourth category exists outside the Accord structure — Chartered Member (PEngGeol), which requires “Recognised postgraduate qualification in Engineering Geology.”

So the Accord is a class selector. A Sydney Accord graduate is not a failed Washington Accord graduate; they are a technologist, which is a different professional category with its own chartered class and its own international register.

And here is the sentence that most guides never quote, from the page on recognised qualifications:

“To join as an Emerging Professional or Member, your qualification doesn’t need to be Washington, Sydney or Dublin Accord-accredited.”

Membership and chartership are two different decisions. Accord status gates the second one only. What membership does require is that the qualification is in “an engineering or engineering geology discipline” and at tertiary level — undergraduate diploma, bachelor’s or bachelor honours; or postgraduate graduate diploma, postgraduate diploma, master’s or doctoral. Two exclusions are published: “Trade certificates aren’t recognised”, and “Geology and computing/information technology degrees are only recognised if they are in an engineering or engineering geology discipline.” A computer science degree is not automatically a software engineering degree for this purpose.

What a credential check is, and what it deliberately is not

Engineering New Zealand describes the check as a fast route to a single finding:

“We use Credential checks as a fast-track way to determine someone’s Accord equivalence, and they need to be at Washington Accord status to match our New Zealand standard.”

And it then draws the boundary in a sentence worth memorising before you appeal one:

“It’s important to note, Credential checks are a way to recognise education and study – not skill or experience. If you are not granted Washington Accord Accreditation through a Credential check, it is because your education provider in your country, or the course you took, was not Washington Accord accredited.”

That is unusually direct. A “no equivalence” outcome is not a judgement about you. It is a fact about a university and a programme in a particular year. Arguing about your project record will not change it, because the check never looked at your project record.

What the check does look at: “Qualifications that you have (you have completed graduation requirements)”, “Memberships and registrations with international engineering organisations”, and “Assessments with Engineers Australia, NCEES (USA) or past Knowledge Assessments with IPENZ”, plus an ID check. Processing is “7 to 10 working days, after payment is received”, and it is “free if you’re a financial member of Engineering New Zealand.”

One practical extra: you can ask for the output in a form built for a third party. Engineering New Zealand states that as part of the request “you can tell us if you need a report about your international credentials for: Immigration New Zealand visa application, Electrical Workers Registration Board (EWRB) registration assessment, [or a] Potential employer or education provider.” It notes separately that “Immigration New Zealand may ask you to provide a letter from us certifying you meet the benchmark requirements for Chartered Professional Engineer status in New Zealand (the benchmark requirement is a Washington Accord qualification, or equivalent).” What that letter is used for is Immigration New Zealand’s business, not ours — for anything about visas go to Immigration New Zealand.

The published route for a non-Accord degree

Engineering New Zealand has a page titled “What’s equivalence”, and it opens with exactly the sentence a non-Accord graduate is looking for:

“If you don’t have a Washington, Sydney or Dublin Accord-accredited qualification, you may be able to demonstrate equivalence.”

Equivalence is defined as a recognition, not an achievement: “Accord equivalence is where your qualifications, credential or an assessment outcome are recognised by Engineering New Zealand as demonstrating engineering knowledge that is equivalent to an Accord-accredited qualification.”

The routes differ by level, and the difference is the practical heart of this page.

For Washington Accord equivalence — the professional engineer level — there are two published routes: “a recognised qualification or recognised credential”, or “evaluation of your engineering knowledge as part of a knowledge assessment.” The Get Chartered page repeats it plainly: “Don’t have a Washington Accord-accredited qualification? You can demonstrate equivalent knowledge for entry into Professional Engineer (Chartered Membership or Chartered Professional Engineer) by completing a knowledge assessment.”

For Sydney and Dublin Accord equivalence — technologist and technician — there is no separate step: “Don’t have a Sydney or Dublin Accord-accredited qualification? Your equivalent knowledge will be evaluated as part of your chartership assessment.”

Read those two together and a genuinely useful asymmetry appears. The extra hurdle exists only at the professional engineer level. Someone whose degree maps to no Accord but who is aiming at Chartered Member (Engineering Technologist) has their knowledge evaluated inside the chartership assessment they were doing anyway.

Notice also what none of these routes is. Not one of them is a course. Engineering New Zealand’s published answer to a non-Accord degree is an assessment of knowledge you already have, not a qualification you go and buy. If a provider is selling you a master’s on the basis that Engineering New Zealand requires it, check that claim against the equivalence page first.

The third route into Chartered Membership skips assessment of your knowledge altogether. Engineering New Zealand recognises registration with an Accord signatory: “If you have a registration with a signatory to the Washington, Sydney or Dublin Accord, you may be eligible for direct entry into Chartered Membership.” The Get Chartered page names examples — “CEng (UK), CPEng (Australia) or PEng (USA)” — under an expedited Mutual Recognition Assessment pathway. One published exclusion: “Registrations with organisations that hold provisional Accord signatory status aren’t recognised.” If your national body is a provisional signatory, this door is shut, and Engineering New Zealand says so up front rather than after you have paid.

The dates that decide whether an Accord-accredited degree counts

This is where people with genuinely Accord-accredited degrees get caught, and Engineering New Zealand’s “Notes on accreditation listings” page is the clearest statement of the rule we have found from any regulator in either country.

Accreditation runs from the year you started, not the year you graduated:

“We automatically recognise graduates of an accredited programme who completed their studies from a specified year onwards.”

“Unless otherwise identified, programmes have full accreditation up to the year of the next review of the institution’s programmes. This covers students admitted to the programme to start their studies up to and including the first semester of the following year, but not after.”

Two published exceptions to automatic recognition: “where students have had a substantial break in their studies, during which accreditation of the programme has ended”, and “where exceptional circumstances arise, causing us to end accreditation of a programme.”

Provisional accreditation can lapse retrospectively. New programmes may be marked “Prov” followed by the year granted, and Engineering New Zealand is blunt about the risk: “Provisional accreditation indicates that full accreditation is expected but not guaranteed … Provisional accreditation will normally lapse and graduates will not be recognised automatically by Engineering New Zealand if full accreditation is not gained. Full accreditation needs to be achieved within 2 years of the first group of students graduating from the programme.”

Campus does not matter unless it is stated: “Accreditation applies to programmes irrespective of campus unless specifically stated.” That single sentence is worth more to branch-campus graduates than most of what is written about transnational education, and it is a rule you should check on the other side too — see whether a branch campus degree is the same as the main campus degree.

Accord recognition has a start date, and it is not the founding of the university. Engineering New Zealand publishes the first dates its own accredited programmes gained formal recognition under each agreement: Washington Accord from 1988, Sydney Accord from 2001, Dublin Accord from 2013. And it states the governing principle: “Formal recognition of Engineering New Zealand accredited programmes only applies to those delivered in New Zealand and from the date that we became a signatory to the Agreement.”

That principle generalises. Every Accord signatory has a date, and a degree completed before its country’s signatory date is not covered by the mutual recognition — which is a common and expensive surprise for mid-career engineers. Which chartered status you actually want

Engineering New Zealand runs two parallel things and explains the difference better than most people summarise it. Chartered Member (CMEngNZ) is “a quality mark of general competence and professionalism, assessed to an internationally recognised standard”, assessed once. Chartered Professional Engineer (CPEng) is a statutory registration “based on legislation”, re-assessed “at least every six years”.

The practical dividing lines it publishes:

  • “Only CPEngs may sign Producer Statements in New Zealand.”
  • CMEngNZ is “More accessible for engineers practising overseas, and provides direct entry for engineers who have been assessed in an equivalent overseas jurisdiction.”
  • “New Zealand engineering work experience is required to apply” for CPEng, and it “must cover understanding of current New Zealand good engineering practice.”
  • And the sequencing tip that saves an overseas applicant a year: “You can be assessed for Chartered Member first, and complete a significantly shorter assessment to apply for CPEng, once you have New Zealand engineering work experience.”

Published annual costs: CPEng registration $506 + GST on a calendar-year cycle; Chartered Member $560 + GST, or $430 if you live overseas, on an October–September membership year.

How this compares with Australia

The two countries use the same three Accords and package them differently. Engineers Australia’s own website asks not to be crawled by AI agents, and we honour that — so rather than reproduce its material, we link to it and to our own summary of what it publishes: what “not an accredited degree” means at Engineers Australia and professional engineer, technologist and associate.

One structural difference is worth stating because it changes what you should do first. Engineering New Zealand’s own credential check page names Engineers Australia assessments as an input it will consider — “Assessments with Engineering New Zealand, Engineers Australia or NCEES (USA)”. So an existing Australian assessment is not wasted work on the New Zealand side. What to do with this

  1. Get the credential check before deciding anything. It costs nothing if you are a financial member, takes seven to ten working days, and it is the only document that turns “is my degree recognised” into a named status you can plan against.
  2. Check the year, not just the university. Accreditation attaches to the intake year, and the signatory date of your country’s Accord membership caps how far back recognition reaches.
  3. If the answer is “no equivalence”, read the equivalence page, not a course brochure. Engineering New Zealand’s published remedies are a recognised credential, a recognised qualification, or a knowledge assessment. Only one of those involves studying, and it is not the one they lead with.
  4. If you are aiming at technologist or technician level, there is no separate hurdle. Your equivalent knowledge is evaluated inside the chartership assessment.
  5. Join first, charter later. Membership does not require Accord accreditation. Chartership does. Getting inside the organisation is a smaller step than most people assume.
  6. If you hold CEng, CPEng or PEng already, look at mutual recognition before assessment — unless your national body is only a provisional Accord signatory, in which case that door is explicitly closed.
  7. Decide between CMEngNZ and CPEng deliberately. If you will never sign a Producer Statement, the cheaper, once-only, overseas-friendly option may be the right one; and doing it first shortens the other.
