Two Australian universities run an accredited professional engineering master's for people without an accredited engineering degree, and their entry rules are not the same — one takes a non-engineering bachelor's, the other does not

What an accredited Master of Professional Engineering is for, the Accord jurisdiction clause that decides whether an overseas degree counts, the difference between a course-conversion master's and an extension master's, why provisional accreditation appears so often on these programmes, and the twelve-week experience requirement both universities attribute to the accrediting body.

Start with what this page cannot be, and why. Australia’s engineering accreditation body publishes its accredited-programme list on a website that instructs crawlers of our kind not to read it, and we do not go around such instructions. So there is no list here, we have not read one, and we are not going to reconstruct one from second-hand copies. Our general position is in robots.txt permission is not permission.

What we did instead was read the universities’ own pages, which is where the answer to the actual question lives anyway. Accreditation is a decision about the programme; admission is a decision about you, and the accrediting body does not make it.

Why a “professional engineering” master’s exists at all

The Accords — Washington for professional engineers, Sydney for technologists, Dublin for technicians — recognise degrees accredited by a signatory body. The International Engineering Alliance states the limiting rule:

“Recognition under the Washington, Sydney and Dublin Accords is based on accreditation or recognition carried out by a signatory within its own jurisdiction. Under Clause 3 of the Accords, Accord recognition only applies to programmes accredited by signatories within their national or territorial boundaries (their jurisdiction).”

“Within its own jurisdiction” is the clause that ends most offshore arguments. A signatory body accrediting a programme delivered in another country does not thereby bring it inside the Accord. And the timing rule matters too: “Substantial equivalence of the accredited programs in the respective jurisdictions are validated one year prior to the year of admission” — an Accord relationship that began after you enrolled does not reach backwards.

So a graduate whose engineering degree comes from a country that is not a signatory, or was awarded before its body joined, or was delivered outside the accrediting body’s jurisdiction, holds a real engineering degree that carries no Accord recognition. The Master of Professional Engineering is the Australian answer to that, and to the separate case of someone who never studied engineering at all.

One more thing about the Accord machinery, because it saves a wasted afternoon: the Alliance’s own qualification checker does not list programmes. It says so — the tool “provides you with an easy link to contact the signatory that manages international accreditation in your jurisdiction. They can advise you whether or not your specific qualification is recognised.” The signatory is the only source.

The distinction that decides which programme you can apply to

Australian universities run two structurally different things under similar names, and mixing them up is the most common error here.

A conversion master’s takes someone whose prior qualification does not carry professional-engineer accreditation and produces a graduate who holds an accredited qualification. These are long — typically two years, and at one university 144 credit points against 96 for its accelerated variant.

An extension or accelerated master’s is for someone who already holds an accredited engineering honours degree and wants to specialise. It is shorter, and it will not solve an accreditation problem.

The University of Technology Sydney routes applicants explicitly on this basis:

“If you have completed a Bachelor of Engineering or Bachelor of Engineering (Honours) accredited by Engineers Australia at the level of Professional Engineer, or an equivalent international qualification recognised under the Washington Accord, you should apply for the Master of Engineering or Master of Engineering (Extension).”

And, in the other direction, it warns off a course that looks adjacent: “Applicants who are not seeking accreditation should consider applying for [a] Graduate Certificate in Engineering Studies, noting that this course is not a pathway to [the Master of Professional Engineering].”

The entry rules are not the same, and one of them is much narrower than its reputation

This is the finding that matters most, and it is checkable in five minutes on two university pages.

The University of Sydney admits a non-engineering bachelor’s degree, with a quantified science floor. Its course resolutions state that admission requires either an accredited engineering honours degree with a credit average, or:

“a non-engineering bachelor’s degree with a minimum credit average, with studies equivalent to 48 credit points in mathematics, physics, chemistry, biology, geology, computing or statistics, as related to the stream sought for admission.”

with a further requirement that “All candidates … must have prior learning equivalent to 48 credit points in total, which … is comparable to the requirements for the first year of a Bachelor of Engineering at this University in the stream sought for admission.” There is also a discretion: “In exceptional circumstances the Dean may admit applicants without these qualifications who … have qualifications and evidence of experience and achievement sufficient to successfully undertake the award.”

UTS does not. Its entry requirement reads:

“Completed Australian bachelor’s degree, or overseas equivalent, in Engineering at the Engineering technologist level or below, or Computer Science with at least 75% of all subjects completed at pass level (conceded pass not included).”

and it describes the course as being for people “who have completed either a three-year Bachelor of Technology or a non-accredited four-year Bachelor of Engineering.” That is a course for under-accredited engineers, not for arts graduates. A graduate diploma or certificate in any field appears in its rules only as a way for an applicant to make up a shortfall against the 75% pass rate — not as a substitute for the underlying engineering or computer science degree.

The University of Western Australia sits between them, requiring either a specified UWA engineering science major or “a bachelor’s degree, or an equivalent qualification” with a weighted average of at least 65 per cent and “prior studies in engineering, physics or mathematics assessed by UWA as providing an adequate basis for success in the course.”

Three universities, one course name, three different doors. If someone tells you “the Master of Professional Engineering accepts any bachelor’s degree”, they are describing one university’s rule and generalising it. Check the one you are applying to, in its own words. The broader habit is awarded by versus taught by applied to admissions rather than awards.

Accreditation is granted per specialisation, and provisional status is common

None of these programmes is accredited as a whole. Both Sydney and UTS publish accreditation specialisation by specialisation, and both currently list some specialisations as provisionally accredited pending a first graduating cohort — Sydney says one specialisation “has provisional accreditation until the required numbers of students have graduated”, and UTS says three of its majors “are provisionally accredited pending full accreditation and are expected to be eligible for full accreditation once a representative group of graduates has emerged.”

So “the course is accredited” is not a fact about the course. It is a fact about a major. Choose the major before you conclude anything, and if the major you want is provisional, ask when the first cohort graduates. The equivalent rule on the New Zealand side is published with an explicit lapse mechanism, in Engineering New Zealand’s accredited degrees.

Sydney also states the international layer separately from the Australian one: “our graduates are recognised internationally through the Washington Accord of the International Engineering Alliance.” Two statements, two scopes.

The twelve-week requirement both universities attribute to the accrediting body

Sydney describes its degree as comprising “foundation units of study, core units in an area of specialisation and a 12-week practical experience component.” UTS offers “a 12-week professional experience or equivalent (as required by Engineers Australia).” UWA requires students to “undertake a 12-week professional practicum”, and adds an operational limit worth knowing: it accepts placement hours from work-integrated-learning units toward the practicum “to a maximum of 100 hours.”

Three universities, independently, publishing the same twelve-week figure and one of them attributing it to the accrediting body. That is as solid as a requirement gets without reading the body’s own document, which we did not. Treat it as the shape of the requirement and confirm the detail with the university and the accrediting body.

UTS also publishes a recognition-of-prior-learning limit that catches career changers: “subjects must normally have been completed no more than ten years prior to the commencement of this course.”

What we could not read, and what we are not going to do about it

We did not fetch anything from the accrediting body’s website. Consequently we do not publish: its accredited-programme register, its assessment fees or processing times, its competency standard, or the requirements of its migration skills assessment. Those are real and they are published; go to the source.

We also could not obtain the legislative instrument that names assessing authorities for skilled migration — the federal register serves it as a page shell rather than text — so we do not assert who is designated for engineering. The government’s own occupation-list page says only that the instrument “specifies the assessing authority for skills assessments” and names none. An honest blank beats a confident guess.

What to do

  1. Establish whether your existing degree carries Accord recognition, remembering that recognition attaches to programmes accredited by a signatory within its own jurisdiction and validated against your year of admission.
  2. Ask the signatory body, not a checker tool. The Alliance’s tool exists to send you there.
  3. Read the specific university’s admission rule. They differ materially, and the widely repeated “any bachelor’s degree” version is true of some and not others.
  4. Pick the major before you rely on the accreditation, and ask whether it is full or provisional.
  5. Do not apply for an extension master’s if you need accreditation — it presupposes you already have it.
  6. Plan for a twelve-week professional experience component, and ask what counts toward it.
