Engineering New Zealand's accreditation lists carry a start year for a reason, and the body that publishes them says on its own site that engineering is not a regulated occupation there

How to read the three New Zealand engineering accreditation lists: what the 'Accredited From' and 'Next Scheduled Review' columns mean, how a closed date range works, why provisional accreditation can lapse, why accreditation and Accord recognition are not the same thing for offshore programmes, and what the credential check costs a non-Accord graduate.

Two things about New Zealand engineering accreditation are worth knowing before you read a single list row, and the second one comes from the body that publishes the lists.

One: the lists are cohort-indexed, and they say so. “We automatically recognise graduates of an accredited programme who completed their studies from a specified year onwards.” Every row carries an “Accredited From” year and a “Next Scheduled Review” year, and a separate block lists previously accredited programmes with closed ranges.

Two: engineering is not a regulated occupation in New Zealand, and Engineering New Zealand says so. On its own occupational-regulation page:

“At the moment there is no mandatory professional regulation of engineers carrying out safety-critical work in New Zealand. CPEng is a voluntary quality mark; it’s about general competence rather than proven ability to perform specific tasks.”

That sentence sits on an undated page whose companion news items date from 2019, so we are not going to present it as a statement made this year. But the current Chartered Professional Engineer page confirms the position has not changed:

“In March 2022, Cabinet agreed to a new licensing regime for engineers doing safety-critical work, but this will take some years to be fully implemented.

And Engineering New Zealand’s own account of what the statute does is a description of a register, not a licence:

“The Chartered Professional Engineers Act 2002 … its purpose is to create a quality mark, for engineers and place their names on a public register. The CPEng Act lets purchasers of engineering services know who the profession sees as competent practitioners by allowing them use of the title Chartered Professional Engineer.”

What is protected is a title, not the work. “‘Chartered Professional Engineer’ is also a protected title”, and Engineering New Zealand “is the Registration Authority under the Chartered Professional Engineers New Zealand Act 2002.” Registration must be renewed: “They must be reassessed at least every six years to maintain their CPEng status.”

(One inconsistency you will meet on the same site: the accredited-qualifications landing page opens “To work as an engineer in New Zealand, you need to have the right qualifications.” That is marketing copy and it does not survive contact with the occupational-regulation page quoted above. We are flagging it because it is exactly the sentence that persuades people to buy a qualification they may not need.)

The distinction being drawn here — title protection versus practice restriction — governs a lot of career decisions and is worked through in which New Zealand occupations require registration and what changes when a profession is not regulated in Australia.

Three lists, three programme types, three accords

Engineering New Zealand publishes three separate accreditation lists, and the split is by role rather than by institution:

  • Professional Engineer — a four-year Bachelor of Engineering (Honours), benchmarked against the Washington Accord.
  • Engineering Technologist — a three-year Bachelor of Engineering Technology, benchmarked against the Sydney Accord.
  • Engineering Technician — a two-year New Zealand Diploma in Engineering, benchmarked against the Dublin Accord.

The published first dates of formal recognition of graduates are 1988 for Washington, 2001 for Sydney and 2013 for Dublin, with Engineering NZ noting it is “a founding signatory” of the first two. (The International Engineering Alliance separately lists Engineering New Zealand as a signatory “since 1989” — those two numbers measure different events, a signature and a first recognised cohort, and are not a contradiction.)

Below those dates the position is discretionary: “Individual Accord signatories give credit for Engineering New Zealand-accredited qualifications gained prior to this date at their own discretion.

What accreditation buys is stated plainly: “Graduating with an Engineering New Zealand-accredited qualification means that you are: able to work overseas as we are a signatory to international engineering accords; automatically eligible for an Engineering New Zealand Membership.”

How to read a row

“Accredited From” is a cohort start, not a status date. A programme showing 2001 recognises graduates from 2001 onwards.

A closed range means recognition ended. “Where a programme is no longer accredited by Engineering New Zealand, the date from which the recognition of graduates ended is shown by a second date (eg 1991–1998). This typically relates to programmes that are no longer offered.” Those rows sit in a separate “previously offered/accredited programmes” block, and they are the reason a graduate of a discontinued programme should not conclude that their degree was never accredited.

“Next Scheduled Review” is doing more work than it looks. Unless otherwise identified, programmes “have full accreditation up to the year of the next review of the institution’s programmes. This covers students admitted to the programme to start their studies up to and including the first semester of the following year, but not after.” So the review year is the last full intake year plus one semester — a detail that matters if you are deferring.

Two exceptions are published: where a student has “a substantial break in their studies, during which accreditation of the programme has ended”, and “where exceptional circumstances arise, causing us to end accreditation of a programme.”

“Prov” is a status with an expiry mechanism. New programmes may be granted provisional accreditation “until a representative group of graduates has emerged”, denoted by “Prov” followed by the year granted. And then the consequence:

“Provisional accreditation will normally lapse and graduates will not be recognised automatically by Engineering New Zealand if full accreditation is not gained. Full accreditation needs to be achieved within 2 years of the first group of students graduating from the programme, in sufficient numbers for a meaningful assessment.”

That is a real risk to a student, and it is unusual for a register to publish it. Enrolling in a provisionally accredited programme means the automatic recognition of your cohort depends on an event that has not happened yet. Ask the provider where in that two-year window the programme sits.

Campus is not a field, and the reason is a rule. “Accreditation applies to programmes irrespective of campus unless specifically stated.” That is the opposite of the Australian ICT register, which lists campus per row, and the opposite again of Australian health accreditation, where a new campus is assessed as its own first cycle.

The trap in the lists: accreditation is not accord recognition

The four-year list includes programmes delivered outside New Zealand. The notes page says:

“Formal recognition of Engineering New Zealand accredited programmes only applies to those delivered in New Zealand and from the date that we became a signatory to the Agreement.”

So an offshore programme can appear on Engineering New Zealand’s accredited list and still fall outside Washington Accord recognition. Two different questions, one list. If your plan depends on Accord portability rather than on New Zealand membership, that distinction is the one to check — and the Accord’s own rule is the same from the other side: “Under Clause 3 of the Accords, Accord recognition only applies to programmes accredited by signatories within their national or territorial boundaries.

The Accord also times its equivalence assessment against your intake: “Substantial equivalence of the accredited programs in the respective jurisdictions are validated one year prior to the year of admission.” The general treatment is in which accord your engineering degree falls under and Accord versus non-Accord in New Zealand.

If your degree is not Accord-accredited

Engineering New Zealand publishes the route and it starts with a credential check.

“We use Credential checks as a fast-track way to determine someone’s Accord equivalence, and they need to be at Washington Accord status to match our New Zealand standard.”

“It’s important to note, Credential checks are a way to recognise education and study – not skill or experience. If you are not granted Washington Accord Accreditation through a Credential check, it is because your education provider in your country, or the course you took, was not Washington Accord accredited.”

It checks completed qualifications, memberships and registrations with international engineering organisations, and existing assessments with the Australian and United States bodies or past New Zealand knowledge assessments. Four outcomes are published — Washington Accord or equivalent, Sydney Accord or equivalent, Dublin Accord or equivalent, and “No equivalence”, which Engineering NZ defines as “we were unable to determine that your credentials are accredited or have an Accord equivalence.”

If it comes back short of Washington, the next step is a knowledge assessment: “A Washington Accord-accredited qualification or equivalence is the engineering education requirement for Chartered Member and Chartered Professional Engineer. You can demonstrate equivalent knowledge … through: a recognised qualification or recognised credential / evaluation of your engineering knowledge as part of a knowledge assessment.”

Note the asymmetry: Sydney and Dublin equivalence are demonstrated inside a chartered assessment, while Washington has its own separate knowledge assessment.

Fees as published on 3 September 2026, all excluding GST: credential check $550 — “A credential check is free if you’re a financial member of Engineering New Zealand”; knowledge assessment $1,425 standard or $1,977 fast-tracked; chartered assessment $1,898 standard or $1,474 by mutual recognition; CPEng annual registration $558. Credential checks “typically take 7 to 10 working days, after payment is received.” Fees change.

One threshold worth knowing before you spend anything: “To join as an Emerging Professional or Member, your qualification doesn’t need to be Washington, Sydney or Dublin Accord-accredited. To become Chartered you need to have a Washington, Sydney or Dublin Accord-accredited qualification or equivalence.” And two exclusions: “Geology and computing/information technology degrees are only recognised if they are in an engineering or engineering geology discipline”, and “Trade certificates aren’t recognised.”

What to do

  1. Read “Accredited From” against your graduation year, not against today.
  2. If your programme is in the previously-accredited block, check whether your year falls inside the closed range. It may well.
  3. Check “Next Scheduled Review” if you are deferring — cover runs to the first semester of the following year and no further.
  4. If a programme is marked “Prov”, ask when the first cohort graduates and where the two-year window stands.
  5. If you need Accord portability, confirm the programme is delivered in New Zealand. Accreditation alone does not carry it offshore.
  6. Decide what you actually need first. Membership does not require an Accord qualification; chartered status does, and chartered status is a voluntary title rather than a licence to work.
