A Nigerian HND or a three-year bachelor under VETASSESS: what is published, what is behind a paywall, and why the group letter decides more than the degree does
VETASSESS names the reference it uses to place an overseas qualification on the AQF. That reference is a paid subscription whose publisher says it is not for individuals. Here is what you can actually read, and the published rules that survive the gap.

The question people arrive with — “will VETASSESS accept my Nigerian HND?”, “is my three-year bachelor enough?” — has a public answer for the rules and no public answer for the placement. That is not evasion. It is the actual shape of the system, and it is worth understanding before spending money on either an application or a top-up qualification.
Here is the whole architecture in four sentences. VETASSESS assesses whether your qualification is “comparable to the educational level” of a named AQF level. It does not publish a country-by-country table of what that means. It names the reference it uses. That reference is a paid subscription whose publisher states, in writing, that it is not for individuals.
The reference VETASSESS names, and what its publisher says about it
VETASSESS’s Qualification Comparison Service page states:
“We use guidelines published by the Australian Government Department of Education to assess the comparability of overseas qualifications.”
Those guidelines are the Country Education Profiles. The Department’s own page for them says what they contain — “assessment guidelines for higher education and postsecondary technical and vocational education qualifications and how they compare with Australian Qualifications Framework qualifications”, covering “127 countries” — and then says this:
“CEPs are not intended to be used by individuals wanting to know how their overseas qualification is recognised in Australia.”
They are also priced. The published subscription table on that page, read on 3 September 2026, lists AUD 45.45 for a single country profile, AUD 355 for the Middle East and Subcontinent regional set, AUD 318 for the Africa regional set, and AUD 1,500 for the world set, exclusive of GST.
So the entry that decides how an HND or a three-year bachelor from a given country is placed on the AQF exists, is authoritative, and is not something the applicant is meant to read. We did not buy it and we have not read the Nigeria entry. We are not going to tell you what it says, and any page that does tell you — without saying it read the profile — is guessing.
CA ANZ, assessing the same kind of qualification for accounting occupations, names the same reference and adds a second one: “CA ANZ follows the Country Education Profile (CEP) guidelines provided by the Australian Government Department of Education and also refers to UK ENIC guidelines provided by the United Kingdom, Department of Education to support qualification comparability.”
That single difference in reference sets is the published, non-folkloric reason why two Australian assessing authorities can place the same award differently. It is the same mechanism documented on the Canadian side in why two designated ECA agencies disagree, and the broader pattern in one award, four rulebooks. Forum threads reporting different results for the same qualification are evidence that the question is common. They are not evidence of what the rule is, and we do not treat them as such.
What is published, and it decides more than people expect
Because the placement is opaque, the published rules around it carry the weight. Three of them are decisive.
The occupation’s group letter sets the floor, and there is no discretion below it. VETASSESS’s professional migration FAQ:
“Highly relevant employment cannot compensate for lack of qualification at the required educational level for the nominated occupation.”
Read against the group structure, that sentence tells you where the real branch point is. If your nominated occupation is Group A or Group B, the floor is “Bachelor degree or higher”; if it is Group C or Group E, the floor is “Diploma or higher”; Group D is “Certificate III or higher” and Group F is “Certificate II or higher”. A qualification whose AQF placement lands below your occupation’s floor does not become sufficient through twenty years of perfect experience — the criteria contain no such mechanism.
The corollary is the useful one. The same qualification, unchanged, can clear the floor for one occupation and not another. This is why “is my HND accepted in Australia?” cannot be answered as asked: “accepted” is not a property of the award. It is a relation between the award’s AQF placement and the group letter of one nominated occupation.
Where a below-bachelor qualification is expressly usable at Group A and B level. VETASSESS’s Group B Pathway 2, which appears on all 125 Group B occupation pages we read, states:
“An additional qualification in a highly relevant field of study at a minimum AQF Diploma level is required. Additional qualifications in a highly relevant field of study include those comparable to the AQF Diploma or AQF Advanced Diploma or AQF Associate Degree or AQF Graduate Diploma.”
That is a published route in which a Diploma- or Advanced-Diploma-level qualification does real work in a bachelor-level occupation — supplying the field relevance on top of a separate qualification that supplies the level. It is not a substitute for the bachelor’s degree; the pathway requires both. But anyone told flatly that a sub-bachelor qualification “is worthless for Group B” has been told something the criteria do not say. The full treatment is in when VETASSESS counts a graduate diploma.
Accounting occupations have no lower rung. If you are looking at Accountant (General), Management Accountant, Taxation Accountant, External Auditor, Finance Manager or Corporate Treasurer, VETASSESS is not your assessing authority — CPA Australia, CA ANZ and IPA are, and all three set a single hard floor at bachelor level with no diploma-level alternative. IPA states it as a flat bar: “To apply for a migration assessment, you must hold a qualification that is assessed as comparable to an Australian Bachelor’s degree or higher.” CA ANZ: “Without such a qualification, your credentials are considered insufficient.” The one accounting-adjacent occupation VETASSESS does assess, Internal Auditor, is Group A and carries the same bachelor floor. There is no Group C fallback anywhere in that cluster. See a skills assessment and membership are two different assessments.
What VETASSESS publishes about Nigerian documents specifically
Two things, and both are document rules rather than placement rules.
The professional migration FAQ answers the question “Do I need to provide verified copies of qualifications from Pakistan and Nigeria?”:
“We no longer require applicants to provide verified copies of qualifications from HEC Pakistan or the registrar’s office of the awarding body in the case of Nigeria. However, although you do not need to provide verified copies of your qualifications when you apply, we may, during the assessment process, ask you to provide verified copies if an assessor identifies this is necessary to complete an assessment.”
Note both halves. The blanket up-front verification requirement is gone; the power to ask for it during assessment is not, and the FAQ adds that where Priority Processing is used, “the request for verified copies may delay the assessment process beyond the standard 10 business days”.
The second is not Nigeria-specific but bites hardest on systems where teaching and awarding are split across affiliated institutions:
“If you attended a college affiliated to the awarding institution, the award certificate must be issued by the awarding institution permitted to award the qualifications.”
And where a transcript is thin on unit detail — common with older polytechnic and affiliated-college records — VETASSESS asks for more: “If your transcripts do not provide sufficient information regarding the units of study undertaken, please provide additional evidence, such as a course syllabus, to clarify this.”
Everything on this page about Nigeria comes from those two passages. VETASSESS publishes no Nigeria qualification table, and we are not inventing one.
Three-year bachelor degrees: what the length itself does
Nothing, on its own, in VETASSESS’s published criteria. The criteria are written in the language of AQF level comparability, not years. A three-year award is not disqualified by being three years; it is placed wherever the Department of Education’s guidelines place awards of that type from that system, and that placement is what the criteria then test against the group floor.
This is the same finding as on the ACS side, where the published major test is written for a standard three-year bachelor and the country reference is the same paywalled product — see a three-year Indian BCA or B.Sc (IT) under ACS. The number of years is the thing people fixate on because it is the thing they can count. It is not the thing being assessed.
What you can actually do
- Settle the occupation first, then the group letter, then the floor. Until you have those three, “is my qualification enough” has no referent.
- Do not pay for a top-up qualification on the strength of a forum thread about someone else’s HND. The placement of your award is decided against a reference you cannot read, by an authority that will not pre-assess. VETASSESS’s FAQ is explicit that a not-suitable outcome comes with reasons: “The letter will indicate the assessment components where your application did not meet the requirements.”
- If you want a level opinion without an occupation attached, two published services exist and both are paid and non-binding on anyone else: VETASSESS’s own Qualification Comparison Service, which “provides an outcome on the educational level of an overseas qualification within the AQF”; and the Department of Education’s own assessment for individuals, which its page describes as “a guide to the level of an overseas postsecondary qualification”, warns is “for general purposes only”, and says “can take up to 3 months”. The Department also notes that Australian citizens and permanent residents may get a faster, cheaper assessment from a state or territory Overseas Qualifications Unit.
- Fix the document problems you can fix now: an award certificate issued by the awarding institution rather than an affiliated college, a complete transcript, and a syllabus for any course whose unit detail is thin.
- If your occupation sits in the accounting cluster, stop looking at VETASSESS. The floor there is bachelor level at all three bodies, and the follow-on question is which competency areas your degree covers — see the competency areas overseas accounting degrees can miss by construction.
