A graduate diploma sits inside VETASSESS's definition of "Diploma or higher" and outside its definition of "Bachelor degree or higher"

Whether a graduate diploma “counts” at VETASSESS has a published answer, and it is not one answer. It depends on the group letter of the occupation you nominate, because each group defines its own level floor with an explicit list of what that floor includes — and the graduate diploma is inside three of those lists and outside the fourth.

This is arithmetic on VETASSESS’s own sentences, not interpretation. Every quotation below appears on occupation pages we read on 3 September 2026.

The two enumerations, side by side

On Group A and Group B occupation pages, the level floor is stated this way:

“Bachelor degree or higher degree includes AQF Master Degree or AQF Doctoral Degree.”

That sentence appears on all 86 Group A pages and all 125 Group B pages we read. A graduate diploma is not in it.

On Group C pages, the level floor is stated this way:

“Diploma or higher includes AQF Advanced Diploma, Associate Degree, Bachelor Degree, Graduate Diploma, Master Degree or Doctoral Degree.”

A graduate diploma is in it. The same is true one level down, on Group D pages — “Certificate IV or higher includes AQF Diploma, Advanced Diploma, Associate Degree, Bachelor Degree, Graduate Diploma, Master Degree or Doctoral Degree” — and again at the bottom, on Group F pages: “Certificate II or higher includes AQF Certificate III, Certificate IV, Diploma, Advanced Diploma, Associate Degree, Bachelor Degree, Graduate Diploma, Master Degree or Doctoral Degree.”

So VETASSESS treats the graduate diploma as satisfying a Diploma-or-higher floor, a Certificate-IV-or- higher floor and a Certificate-II-or-higher floor, and does not list it as satisfying a Bachelor-or-higher floor. If your nominated occupation is Group C, D, E or F, the level question is answered on the page. If it is Group A or B, it is not.

VETASSESS states the Group A consequence directly on at least one occupation page. The Internal Auditor page, under the qualification criteria, carries this footnote:

“*This includes qualifications assessed at AQF Bachelor, Master and Doctoral level. VETASSESS does not currently accept relevant studies at Graduate Certificate and Graduate Diploma levels on their own.”

The words “on their own” are doing real work in that sentence, and the rest of this page is about them.

Where the graduate diploma does count in Groups A and B

Group B Pathway 2 is the main published place. Where the bachelor’s degree is at the right level but in the wrong field, VETASSESS writes:

“An additional qualification in a highly relevant field of study at a minimum AQF Diploma level is required. Additional qualifications in a highly relevant field of study include those comparable to the AQF Diploma or AQF Advanced Diploma or AQF Associate Degree or AQF Graduate Diploma.”

That sentence appears on all 125 Group B pages we read. Read the structure carefully, because it is the opposite of what people assume. The bachelor’s degree is what satisfies the level. The graduate diploma is what supplies the relevant field. It is doing the smaller of the two jobs, and it is doing it in company with a plain diploma, an advanced diploma and an associate degree — VETASSESS’s list treats all four as interchangeable for this purpose.

VETASSESS’s own worked example on the Management Consultant page uses a diploma rather than a graduate diploma, and it is worth quoting because it settles a timing question people get wrong:

“Under Pathway 2, the applicant satisfies the minimum educational requirement for a Group B occupation through the AQF Bachelor qualification. Accordingly, employment is counted from the completion date of the Bachelor qualification… In this case, only two years of QP are required, and that employment may be counted from the post-Bachelor period rather than from the Diploma qualification completion date.”

Under the criteria as published, the later relevant qualification reduces the required employment from three years (Pathway 3) to two (Pathway 2) without resetting the clock to the date that qualification was finished.

Group C Pathway 2 is the same idea a level lower, except the additional qualification bar is set at Certificate IV rather than Diploma: “An additional qualification in a highly relevant field of study at a minimum AQF Certificate IV level is required.”

A small set of Group A occupations require a graduate diploma specifically. Six counselling and psychotherapy occupations — Careers Counsellor, Counsellors nec, Drug and Alcohol Counsellor, Family and Marriage Counsellor, Psychotherapist and Student Counsellor — carry a second pathway that reads:

“…in a field not highly relevant but related to the nominated occupation, as listed below, and an additional qualification in the field of Counselling or Psychotherapy at AQF Graduate Diploma level only.”

“Graduate Diploma level only” is a ceiling as well as a floor. On those six pages a diploma will not do, and the pathway does not say a master’s substitutes for it either.

Group D contains an explicit splitting rule that makes the same manoeuvre available lower down: “The qualification level requirement AQF Certificate IV or higher can be satisfied by one qualification, while the requirement for a highly relevant major can be met by a separate qualification at a minimum of AQF Certificate III level.”

What the AQF actually says about the level

The confusion is not irrational. The Australian Qualifications Framework’s own qualifications page heads one section “Level 8 – Bachelor Honours Degree, Graduate Certificate, Graduate Diploma” and another “AQF Level 7 – Vocational Degree, Bachelor Degree”. On a level diagram the graduate diploma therefore sits above the bachelor’s degree. VETASSESS’s own Vocational Education Teacher (non-trades) page says as much in passing: “Graduate Certificates and Graduate Diplomas are examples of higher education qualifications.”

Higher education, yes. Interchangeable with a bachelor’s degree in the group criteria, no. VETASSESS publishes the enumerations quoted above, and they are what the criteria run on. A framework level and an assessing authority’s acceptance list are two different documents, and only one of them is applied to your application.

Nor is VETASSESS’s treatment the only one. ACS, assessing ICT occupations against the same national framework, groups the graduate diploma with the master’s degree in a single rule: “A 2-year postgraduate qualification (such as Graduate Diploma or Masters) is deemed as having a major in computing if at least 50% of the qualification is ICT.” Two Australian assessing authorities, one AQF, two different places for the same award type — the ACS thresholds are set out in what ACS counts as an ICT major. Which authority assesses your occupation therefore decides what your graduate diploma is worth, before any assessor looks at it.

The two rules that stop the obvious workarounds

Pathways cannot be combined. The professional migration FAQ: “For a suitable outcome, applicants must meet the requirements for a pathway in full and on its own. The assessment criteria from one or more pathways cannot be combined or considered together.” A graduate diploma that gets you most of the way along Pathway 2 does not top up a partial Pathway 1.

Employment cannot fill a level gap. The same FAQ: “Highly relevant employment cannot compensate for lack of qualification at the required educational level for the nominated occupation.”

Together these mean a graduate diploma is not a general-purpose upgrade. It is a specific instrument that does specific work in specific pathways, and the occupation page tells you which.

What to do with this, before you enrol

1. Get your group letter first. It decides whether the graduate diploma question is even live. See what each VETASSESS group demands.
2. For Group C, D, E and F occupations, check the enumeration on your own occupation page and confirm the graduate diploma is listed there today. Read the page; do not rely on this one.
3. For Group A and Group B, work out which job you need the graduate diploma to do. If you need it to supply the level, the published enumerations do not list it. If you need it to supply the relevant field on top of an existing bachelor’s degree, Group B Pathway 2 lists it — alongside three cheaper qualification types that the same sentence treats the same way. That is a genuine cost decision, and it should be made against the sentence, not against a brochure.
4. Check the field, not just the award name. Every pathway that accepts an additional qualification requires it to be “in a highly relevant field of study” as defined by the “highly relevant major fields of study” list on your occupation page.
5. If your problem is that your bachelor’s degree may not reach AQF Bachelor level at all, a graduate diploma is answering a question you do not have. That case is covered in Nigerian HND and three-year bachelor degrees under VETASSESS.

The pathways are written in terms of AQF level plus field relevance to a nominated occupation, and any product recommendation would have to assume an occupation we do not know. The correct list is the “highly relevant major fields of study” block on your own occupation page.
